هَا أَنتُمْ هَٰؤُلَاءِ تُدْعَوْنَ لِتُنفِقُوا فِي سَبِيلِ اللَّهِ فَمِنكُم مَّن يَبْخَلُ ۖ وَمَن يَبْخَلْ فَإِنَّمَا يَبْخَلُ عَن نَّفْسِهِ ۚ وَاللَّهُ الْغَنِيُّ وَأَنتُمُ الْفُقَرَاءُ ۚ وَإِن تَتَوَلَّوْا يَسْتَبْدِلْ قَوْمًا غَيْرَكُمْ ثُمَّ لَا يَكُونُوا أَمْثَالَكُم
Here you are – those invited to spend in the cause of Allah – but among you are those who withhold [out of greed]. And whoever withholds only withholds [benefit] from himself; and Allah is the Free of need, while you are the needy. And if you turn away, He will replace you with another people; then they will not be the likes of you.
শুন, তোমরাই তো তারা, যাদেরকে আল্লাহর পথে ব্যয় করার আহবান জানানো হচ্ছে, অতঃপর তোমাদের কেউ কেউ কৃপণতা করছে। যারা কৃপণতা করছে, তারা নিজেদের প্রতিই কৃপণতা করছে। আল্লাহ অভাবমুক্ত এবং তোমরা অভাবগ্রস্থ। যদি তোমরা মুখ ফিরিয়ে নাও, তবে তিনি তোমাদের পরিবর্তে অন্য জাতিকে প্রতিষ্ঠিত করবেন, এরপর তারা তোমাদের মত হবে না।

O Muslim, do you wonder why this is happening to the UMMAH! It’s because ‘Allah replaces those who TURN AWAY from His CALL (Command)!”

The warning of replacement of Muslims for withholding wealth and not spending in Allah’s path (Jihad, as this Ayah is related to the context of fighting Jihad, not about regular Sadaqah)
